## Delivery readiness
- Are requirements testable and free of critical contradiction?
- Are estimates, capacity, environments, access, and vendors aligned?
- Are acceptance criteria and evidence expectations agreed?

## Testing and operations
- Are positive, negative, boundary, event, volume, security, and recovery scenarios covered?
- Are reconciliation, monitoring, support ownership, and runbooks ready?
- Is production readiness an accountable decision rather than a calendar milestone?
